NATIONAL SECURITY STRATEGY AS A POWERFUL TOOL FOR PROTECTING THE STATEHOOD: COMPARATIVE ANALYSES OF UKRAINIAN AND AMERICAN DOCUMENTS

Abstract
This paper explores the National Security Strategy (NSS) as a pivotal tool for safeguarding a nation’s sovereignty and advancing its interests while focusing on a comparative analysis
of Ukrainian and American approaches. The Ukrainian NSS, notably the 2020 document “Human Security – Country Security,” prioritizes peace, sovereignty restoration, and countering Russian aggression through deterrence, stability, and cooperation. It emphasizes cybersecurity, digitalization, and coordinated responses to threats such as propaganda, terrorism, and separatism. Contrarily, the U.S. NSS, regularly updated with each administration, provides
a strategic vision mandated by law and emphasizes integrated deterrence, alliances, innovation, and inclusive growth.
This study identifies challenges in both nations’ NSS implementations, including bureaucratic inefficiencies and alignment of strategies with resources. The analysis underscores the evolving nature of NSSs as adaptive responses to global and regional dynamics. Drawing on Ukrainian and American practices, the research offers insights into crafting effective strategies that align with national and international objectives.
The study also calls for enhanced interdisciplinary collaboration among legal, economic, and policy experts to refine Ukraine’s NSS in line with European integration aspirations. It advocates a comparative evaluation of European NSSs to inform Ukraine’s future strategies. Overall, the paper emphasizes the role of the Strategy as both a roadmap for national development and a signal of strategic priorities on the global stage.
